TOKYO, Japan - The third Tokyo International Conference on African Development (TICAD) ends with the adoption of a declaration on Oct. 1. Leaders from Africa and its partners said in the document that the creation of a fair trade system remains a major challenge to African development, following the recent collapse of multilateral trade talks, and the world must respect the continent's diversity and identity.
